Dear Dr AShraf zai Said Kaghaz,

Mazirat az khwanindagan en maqalal ki ba English bayad binawisam, c omputer man software farsi mutasifana nadarad.

I agree with you on the importance of the issue of w ater for Afghanistan, but I think when it comes to the numbers you mentioned Re availability of wate r, value of electricity in dollars and amount of production of it, it appears a bit of exaggeration.
Second point is, there is a UN international law regarding flow of water from the upstream countrie s to the downstream countries and their right to usage of it, no doubt that Afghanistan is not using its own water properly, the more we wait the more we lose because when it comes to water negotiatio n with downstream countries the amount of usage of water in their countries and dependency of that c ountry for survival in terms of agriculture and population are all factors that determines in the am ount of water that downstream country can get from upstream. Possibility of large scale wars are als o being predicated over water and one of a major reason of Pakistan interference in Afghanistan is re water and other recourses in our country.

You are absolutely right that we need proper water manage ment and investment in using it.
One of the reasons that international donors such as world bank, A DB , USAID and other donors or investors are not interested in investing in hydro energy sector in A fghanistan is lack of an agreement with neighboring countries over water..
